Bylaws
Bylaws are a legally binding set of rules that dictate how an organization is run. They define the structure, duties, and powers of the organization and can only be changed by vote of the membership. Think of it as the U.S. Constitution but for the PTA or PTO.

Standing rules are rules or guidelines adopted by an organization to govern its day-to-day operations, rather than its fundamental structure or long-term procedures. They are generally easier to adopt, amend, or suspend than bylaws.
